Master Air Waybill 기재
- Master Air Waybill Number
- 11자리 IATA 형식을 입력하셔야 합니다.
- Commodity on Master Air Waybill
- House Air Waybill이 한 개라도 있다면 Master Air Waybill Commodity 는 실제 품명이 아닌 ‘CONSOL’ 혹은 ‘CONSOLIDATION’ 으로 표기 되어야 합니다.
- House Air Waybill 에는 '정확한 품명' (Precise Cargo description) 이 표기되어야 합니다.
- Master Air Waybill Single 건 (House Air Waybill 이 없는 Master Air Waybill) 에도 '정확한 품명' (Precise Cargo description)이 표기 되어야 합니다.
- Piece (Quantity) on Master Air Waybill
- Master Air Waybill에는 SKID 혹은 ULD 단위 (BUC경우)를 표기하고 반드시 Total Inner Piece (the smallest external packaging unit) 를 표기하여야 합니다.

- Foreign cargo Remaining On Board (FROB) 경우
- 미국에 하기하지 않고 단순 경유해서 다른 나라로 가는 화물에 대한 House Air Waybill 도 신고 대상입니다. 따라서 상기의 경우도 House Air Waybill Data 전송이 필요합니다.
House Air Waybill List 에 기재 및 전송할 사항
- 최대 12자리까지만 허용됩니다. (영문 및 숫자 혼합 가능)
- Master Air Waybill 에 기재된 Number와 전산에 입력되는 Number는 반드시 일치 하여야 합니다.
- Commodity on House Air Waybill (or CONSOL Manifest) : 정확한 품명 (precise cargo description) 을 구체적으로 명시하여 기재하여야 합니다.
- Piece on House Air Waybill (또는 CONSOL Manifest)
- Inner Piece (the smallest external packaging unit) 로 표기되어야 합니다.
- Consol List 상의 House Air Waybill Piece 합은 Master Air Waybill상의 Inner Piece 와 항상 일치해야 합니다.

포워더가 House Air Waybill data 를 항공사에 제출하는 방법
- AWB접수시에 House Air Waybill이 없으면 접수를 거절할 수도 있습니다.
- 대행업체 (TRAXON, KTNET 등) System을 이용하여 항공사에 전송할 수 있습니다.
System 사용 요금 발생하며, 요금은 해당업체에서 직접 문의하여 주시기 바랍니다. (TRAXON : 02-310-6413 또는 KTNET : 02-6000-2056) - House Air Waybill Hardcopy 를 직접 제출 하실 수 있습니다. 전송 시 주의사항 : House Air Waybill Number 와 Consolidation list (House Air Waybill Manifest) 는 반드시 일치해야 합니다.
- 대한항공이 직접 House Air Waybill Data를 입력하게 되며, 포워더는 항공사가 Pouch를 개봉하는 것에 동의 하여야 합니다. 상기의 경우 소정의 대행료 징수 예정입니다.
Split cargo (Partial)
- Master Air Waybill 을 여러 건 쪼개서 Split 할 경우 Split 된 Master Air Waybill 에 House Air Waybill 도 Partial 하셔서 제출하여야 합니다.
Consolidation List (House Air Waybill MFST)에 Partial 임을 표기하여 제출하시면 됩니다. - AMS Deconsolidator 경우 Partial 시에는 포워더가 House Air Waybill Data 를 전송하는 것이 아니라 항공사가 전송하게 되므로 “CUSTOMS” Pouch가 필요합니다.
- 대형 물량 화물인 경우는 가급적 여러 개의 Master Air Waybill 을 불출 받아 사용하는 것이 Error 를 줄일 수 있는 하나의 방법이 될 수 있습니다.
포워더의 항공사 정보제공의무
- 미 DHS규정 §122.48[c][3] 에 의거하여 Data를 항공사에게 제공하지 않을 경우 항공사는 화물 및 AWB접수를 거부할 수 있습니다.
- 제출한 Data 가 허위 등을 이유로 Penalty를 받을 경우 항공사는 미 DHS규정122.48[c][3] 에 의거) 대리점에게 구상할 수 있음을 유념하여 주시기 바랍니다.
AMS 개요
- Automated Manifest System 의 약자이며 미국 입항 화물을 사전에 전자 문서로 미 세관 (CBP) 에 신고하는 것을 말합니다. 이 제도는 신속한 통관을 돕는 취지에서 출발 했지만 최근 테러방지 목적으로 사전에 화물을 Inspection 하는 기능이 더 강화 되었습니다.
CBP: Customs and Border Protection 미 세관의 바뀐 이름. 미 DHS (Department of Homeland Security) 산하에 있는 조직임.
- 항공기가 미국 첫 기착지에 도착하기 4시간 전에 의무적으로 신고를 해야 한다는 점과, 항공사가 Master Air Waybill 뿐만 아니라, House Air Waybill까지 신고를 해야 하며, Data 오류 및 규정된 시간 내 미전송시 Penalty가 부과 된다는 점입니다.
- CBP에 신고된 데이터에 문제가 있을 경우 Master Air Waybill 또는 House Air Waybill 건 당 USD 5,000~10,000의 Penalty가 부과되며, 아래와 같은 위반 사항에 대해 미 DHS 규정 §122.48[c][3]에 따라 항공사는 발생된 Penalty에 대해 대리점에 구상권을 행사할 수 있습니다.

- 첫 도착지 기준입니다. 대한항공의 경우 Anchorage(ANC)를 경유하는 항공편은 2004년 12월 13일이 실시 기준일이며, Anchorage(ANC) 경유하지 않고 미주 동부로 직항하는 항공편은2004년 8월 13일 기준입니다.
- 원칙적으로 Master Air Waybill Data는 항공사에 있고, House Air Waybill Data는 출발지 대리점에 있습니다.
- 전송 시한은 미국 첫 기착지 도착 4시간 전이며, 대한항공의 경우 미국 CBP의 AMS 시스템에 전송하는 주체는 항공기 도착지 Station이 됩니다
- 이 경우 대한항공의 출발지 지점에서 입력대행이 가능하며 소정의 입력대행수수료가 부과될 수 있습니다. 그러나 국내지역에서는 TRAXON, KTNET등과 같은 VAN업체 시스템을 이용하여 이용료를 납부하고 House Air Waybill Data를 항공사로 전송해야 합니다.

Split shipment (Partial)
- 허용은 됩니다. 그러나 Partial 화물의 실물 개수, Manifest Data, 해당 Partial 화물별AMS Data는 반드시 일치해야 합니다. 특히 BUC 화물의 경우 Air Waybill 상에 각 ULD별 화물내역이 정확히 기재되어야 하며 관련 Document: “Customs Pouch” 를 반드시 항공사에 제출해야 합니다. 그리고 House Air Waybill을 Partial하는 것은 지양하고, 대량화물에 대해서는 Partial 방지를 위해 가능한Master Air Waybill를 여러 건으로 나누어 발행하기를 권고합니다.
- 상기 Customs Pouch에는 다음의 document가 포함됩니다.
- Consolidation List 또는 House Air Waybill copy (현행 제출하시는 것과 동일한 형태)
- Consolidation List per Pallet (BUC혹은 SKID경우 화물 Location을 기재)

- Carrier Code
- Flight Number
- Arrival Date
- Piece Count for that Arrival.
- In order to transmit an electronic permit to release for each portion of a split shipment, CBP must post such release to each portion covered by the single entry or special permit for immediate delivery. To effect such release, the importer must provide a copy of the CBP 3461 to CBP with the information noted above. If the release is to occur incrementally, the filer must provide such notification to CBP upon arrival of each portion of the shipment.

- 다음의 두가지 방법이 있습니다.
- 중계업체 (TRAXON, KTNET등)을 이용하여 항공사에 전송함.
- 포워더 자체 시스템(FIS)에서 중계업체로 전송, 중계 업체는 Cargo IMP 에 맞춰 해당 항공사로 전송하는 시스템으로 되어 있음
- 요금은 1,000원/House Air Waybill건당 (한국지역)
- 문의 TRAXON ( 02-310-6413) 또는 KTNET ( 02-6000-2056)
- House Air Waybill Hardcopy로 항공사 직원이 입력 (대한항공의 일부 해외지점에 해당)

- “LOCAL TRANSFER AT DESTINATION TO WAREHOUSE E844” (보세운송 되는 창고 FIRMS code가 E844일 경우)

- Split Master Air Waybill에 따른 입고 창고가 다른 경우 위와 동일한 방법으로 Partial 화물 각각의FIRMS code을 기재해야 합니다.

Foreign cargo Remaining On Board
- 포함됩니다. YYZ행 KE281편은 미국 영토인 Anchorage(ANC) Technical Landing하므로 FROB(Foreign Remaining On Board)의 규정에 의해 동일하게 AMS 신고 대상입니다.
- 마찬 가지로 신고 대상입니다. 예를 들어 New York(JFK)을 경유하는 Copenhagen(CPH) 화물 등이 포함 됩니다.
Q. Is AMS filing required for cargo that arrives aboard an aircraft, is not unladen and subsequently exported from the U.S. aboard the same aircraft?
A. Yes. Such cargo meets the definition of Foreign Cargo Remaining on Board (FROB). AMS will include a new indicator in the transfer line for purposes of identifying such cargo as FROB. (TRN/R) This indicator will be used for simple and Master Air Waybill records. House Air Waybill records must be reported for consolidated shipments even though the FROB indicator need not be used for the House Air Waybill records. The FROB indicator at the Master Air Waybill level will be applied to all associated House Air Waybills.
AMS Deconsolidator
- CBP에 가입된 대형 포워더로서, CBP system에 직접 House Air Way Bill Data를 전송할 수 있도록 FIRMS Code를 부여 받은 도착지 포워더를 뜻합니다. AMS Deconsolidator 의 House Air Way Bill Data는 항공사에서 전송할 필요가 없습니다.

- Master Air Waybill의 Handling Information상에 대리점이 “HOUSE INFORMATION TRANSMITTED BY Y807” (예를 들어, FIRMS Code가 ‘Y807'일 경우) 과 같은 문구를 표기하여 제출하셔야 합니다.
- 원칙적으로 AMS Deconsolidator의 경우 Partial은 금지합니다. 부득이 Partial할 수 밖에 없을 경우 Partial에 대비하여 다음 사항을 포함하는 ‘CUSTOMS' Pouch를 항공사에 제출하여 주시길 바랍니다. (Pouch는 화물과 Mater Air Waybill 접수시 제출)
- 현행과 같은 House Air Waybill (Consolidation) Manifest 혹은 House Air Waybill Hard Copies.
- Consolidation MFST per Pallet: SKID or BUC Pallet에 ULD/SKID별 House Air Waybill 현황 제출.

- 포워더의 영업 대외비를 유지하고 신속한 Reply를 CBP에서 받을 수 있는 이점이 있습니다.
By providing house-level air waybill information directly to CBP, an eligible voluntary AMS participant need not disclose to the carrier those data elements of the House Air Waybill related to the shipper and consignee. Many such parties consider this information to be business proprietary information, which it would prefer to report directly to CBP without having to so disclose to the carrier. In addition, voluntary participants would be able to request in-bond authorization at the House Air Waybill level through AMS. Finally, a Container Freight Station (CFS) or Express Consignment Carrier Facility (ECCF) hat voluntarily participates in AMS would receive electronic Freight Status Notification (FSN) messages related to CBP processing of entries for cargo located at its facility .
